New guidelines for operating licence

Febuary, 23. 2009

As part of the annual renewal of the operating licence in Egypt, a check according to ISO 24803 criteria was carried out by the technical committee of the CDWS (Chamber of Diving and Watersports) for the first time.

SUBEX dive bases in Hurghada, Sharm-el-Sheikh, Dahab and El Quseir are now ISO certified.

All bases passed with flying colours in terms of required skills and qualifications and fulfilled all eligibility and test criteria in order to work according to the standard of EN 14467 i.e. ISO 24803. These regulations set requirements for providers of leisure scuba diving. They define the areas of: training, organised and guided dives for certified divers, hire and maintenance of diving equipment and compressors as well as safety standards.

Background information:

The CDWS was founded in 2007 by the Egyptian Ministry of Tourism with the aim of improving quality, service and safety standards in the diving and water sports industry, as well as to protect the unique environment of the Red Sea. The Egyptian authorities no longer issue licences if the diving centre cannot prove that it is ISO/EN certified. In order to adapt and introduce European rules (EN), the CDWS (Chamber of Diving and Watersports) successfully signed an agreement with the Austrian Standards Institute (ON), the certification body of the European Underwater Federation (EUF). Certification stands for the Standards EN 14467/ISO 24803 for Recreational Diving Services and states that training, diving operation and safety precautions are carried out according to the European regulations by the EUF.

The CDWS has a team of 5 independent auditors. Each centre or boat in Egypt must undergo a 2 or 4-day audit – a process that is now mandatory in Egypt. Members must fulfil a list of criteria and guidelines before membership is renewed. Potential members must meet the same criteria to be accepted. The following checks are carried out:

  • Offered services
  • Certificates and company documents
  • Localities
  • Equipment
  • Documents and documentation
  • Employee information
